Professor Emeritus

The University of Tennessee, the College of Education, Health, and Human Sciences (CEHHS), and the Department of Educational and Policy Studies (ELPS) awarded Dr. Brewer the honor of being Professor Emeritus upon his partial retirement from the University of Tennessee Knoxville. He currently participates in a variety of professional activities (such as writing grants and serving as a principal investigator/grant manager/director; serving on doctoral committees; and doing professional presentations).


Previous Work Activity

Professor of the Department of Educational Leadership and Policy Studies and Principal Investigator/Director of Federal Programs (six major federal grants and the CAPS Outreach Center); workload shifts to 100% time on grants in the summer as Principal Investigator/Director of Federal Programs/CAPS.


Previous Workload

My current workload includes the following: (1) as a Professor in the Department of Educational Leadership and Policy Studies (ELPS), I usually will be assigned to teach two graduate courses per semester (with the option to buy-out one or both courses due to grant administration activity), chair masters and doctoral degree committees and serve on additional graduate degree committees, supervise several students in independent studies, conduct scholarly activity [grants, research, and publication], serve on a variety of departmental, college, and university committees, and advise students on a regular basis; and (2) as the Principal Investigator/Director of six major federal grants that are secondary and college student service-oriented programs and two foundation grants with a staff of 35 employees [increases to 48 employees in the summer], my day-to-day activities include direct administration of projects; hiring and supervising staff; processing personnel action forms (PAFs); fiscal responsibilities which include budget ledgers, expenditures, and budget approvals; writing grant proposals and annual performance reports; dealing with personnel and program participant issues; and serving as the liaison between the various departments (financial aid, admissions, housing, food services, etc.).


Approved to Teach Graduate Courses

I am approved to teach 600 level courses by The Graduate School. During 2000 + years, all of the graduate level courses that I taught were via interactive distance learning to three or four sites (Memphis, Nashville, Tullahoma, Kingsport, and/or Oak Ridge). Since Fall 1997, I have been teaching in a regular classroom setting except for Summer Semester 1999 [HRD 562], which was an off-campus graduate course. While serving as Department Head of Child and Family Studies [1998-2000], I had a reduced teaching load of one course. The College of Human Ecology and the College of Education merged into one College. I joined the Department of Educational Administration and Policy Studies (EAPS) in 2002 my home Department of Human Resource Development (HRD) merged with the College of Business. The ELPS has three programs: Educational Leadership, College Student Personnel, and Higher Education.


Approved to Direct Dissertations

I have been serving on master and dissertation committees for over 25 years. In 1995, I was approved to direct doctoral committees (dissertations) by The Graduate School. The Graduate School extended my approval to direct doctoral committees to the year 2020.

Dr. Brewer received several recent awards for his outstanding performance and accomplishments as a professor and principal investigator/director of Federal Programs.
