EDITPOL.EXE is a program to edit the political, or national modifier file.
Old AG, or PG style scenarios, are type 0. They do not use these files.
Large Campaign scenarios with politics, and multiple nations do.
Setting these values determines the chances of the AI declaring war,
or allying to other countries.
 100 = start the scenario allied.
-100 = start the scenario at War.
Any numbers between -100 and 100 equals the modifier for a 1 to 100 die roll.
A die roll resulting in 0 or less equals declaring War.
A die roll resulting in 100 or more equals offering an alliance.

   This programs reads the nations from the end of the Scenario file !
In order for the scenario to run properly, the nations.txt file must
match with corresponding coutries. I am going to try to get rid of the
'nations.txt' file as soon as possible.

   So, just remember...make sure the nations.txt file has all the countries
you want in a scenario, before starting it.  Also...if the Wrong nations.txt
file is loaded, and you try to load an old save file which used a different
'nations.txt' file !  You will have to match those up !
