Jane Qualls, Ed.D.


In the summer of 2004 Dr. Jane Qualls began serving as the UT coordinator of the Professional Development School program in Lenoir City. Dr. Qualls received her B.S. (1966), M.S. (1967) and Doctoral (1969) degrees from the University of Tennessee in Knoxville. Prior to returning to UT she completed 35 years in K-12 public education. All thirty-five years were in the employment of the Alcoa City Schools where she began her career by developing and teaching in the first Kindergarten program. For twenty-six of those years in the Alcoa City Schools she served in various curriculum and supervisory roles working with all grades and subjects from Kindergarten through twelfth grade. Dr. Qualls was selected by the Board of the Alcoa City School System to become their Director of Schools in September of 1999 and served in that position for five years before retiring June 30, 2004.

In addition to many programs and $15,000,000 in building projects in the Alcoa Schools that were developed under her leadership:

  • Dr. Qualls has also served extensively on and chaired many educational committees and conferences across the state and has been a presenter at state and national workshops.
  • She has served as a consultant to publishing companies in the development of educational materials and textbooks.
  • She has been a guest lecturer and adjunct professor at area colleges and universities.
  • In 1988 Dr. Qualls was recognized for her service to education by being selected as the outstanding supervisor of the year for the state of Tennessee.

Dr. Qualls' community service includes serving on Boards of Directors of The Children's Center of Knoxville, the YMCA Camp Montvale Blount County United Way, and Blount County Chamber of Commerce. She has served as United Way Allocation Committee Chairperson, Co-chair of their pillars society, and in 1999 was President of the Blount County United Way Board. Dr. Qualls has also actively worked on committees for the Red Cross of Blount County, international exchange programs for students and adults, SECME (Southeastern Consortium for Minorities in Engineering), Leadership Blount, and Martin Luther King Community Celebrations. She was in the 1992 class of Leadership Blount, the 2000 REgional Leadership class, and the 2001 class of "Experience Your Smokies."
