[The following resolutions were adopted by the UTK Faculty Senate on December 1, 1980.]
UTK FACULTY SENATE RESOLUTION ON STATE IMPOUNDMENTS
WHEREAS, The University of Tennessee, Knoxville recognizes the necessity for impounding funds in state revenues are lower than appropriations, and
WHEREAS, The University understands the need for the State impounding funds from 1980-81 appropriations, and
WHEREAS, Funds impounded from Higher Education this year were disproportionate to total allocations of the state budget, now
THEREFORE BE IT RESOLVED, That the UTK Faculty Senate urges the Governor and Commissioner of Finance and Administration,, and the State Legislature to restore impoundments if state revenues improve during the fiscal year, and to restore the budget base for 1981-82 to the original, preimpoundment 1980-81 levels and that any future impoundments be proportionate to allocations.
UTK FACULTY SENATE RESOLUTION ON FULL FUNDING OF MANDATED SALARY INCREASES
WHEREAS, In recent years the Governor's proposed budget and the budget passed by the State Legislature has mandated salary increments for faculty and staff at the University of Tennessee, Knoxville, and
WHEREAS, The mandated salary increases have not been fully funded for the past three years, and
WHEREAS, In order to meet the mandated increases, while at the same time adhering to stipulated tuition fees, the University has had to sharply cut back on operating funds, now
THEREFORE BE IT RESOLVED, That the UTK Faculty Senate, on behalf of the Faculty, urges the Governor, Commissioner of Finance and Administration and the State Legislature to provide adequate funding to completely pay for mandated salary increases for Faculty and Staff if salary increases are mandated.
UTK FACULTY SENATE RESOLUTION ON LEVEL OF SALARY INCREASES FOR FACULTY AND STAFF
WHEREAS, In recent years the State has mandated average percentage salary increases for all State employees, including faculty and staff of the University of Tennessee, Knoxville, and
WHEREAS, Over the past two fiscal years the average percentage salary increase has been 5.78% less than the cost of living increase caused by inflation, and
WHEREAS, The purchasing power of faculty and staff of the University of Tennessee, Knoxville has been eroding this year at a 12% annual inflation rate, and
WHEREAS, Average salaries for faculty at UTK are far below the SREB averages and staff salaries are far below those paid to comparable employees in the area, and
WHEREAS, The University now finds it increasingly difficult to attract and retain highly qualified teaching and research faculty and supportive personnel, now
THEREFORE BE IT RESOLVED, That the Faculty Senate of UTK urges the Governor, the Commissioner of Finance and Administration and the State Legislature to make up the salary inequities of the past two years and to fund future salary increases at least equal to the inflation rate.
