National Environmental Policy Act
NEPA requires federal agencies to consider the
environmental impacts of their proposed actions.
Because of this mandate, the environmental
impact statement (EIS) has become a staple of
American public administration.
Title II of NEPA created the Council on
Environmental Quality (CEQ), which oversees
federal agency implementation of the act.
NEPA requires the CEQ to report to the
President annually on the conditions and trends
in environmental quality.
