In 1982 Olson was drawn into the political
controversy over the Reagan administration's
efforts to dampen enforcement of anti-pollution
laws by the Environmental Protection
An investigation into the activities of the EPA led
to the forced resignation of EPA Administrator
Ann Gorsuch and of Rita Lavelle, who was in
charge of toxic waste cleanup for the agency.
As the scandal unfolded, the Reagan
administration claimed executive privilege to
withhold agency documents from congressional
committees investigating the EPA.
