Sailing Instructions

2007-2008 CYC Auxiliary Fleet Low Water Series

Rules: The regatta will be governed by the 2005-2008 Racing Rules of Sailing.

Schedule: Races will be held every Sunday except for Thanksgiving (Nov. 25), Christmas (Dec. 23), New Years (Dec. 30), and Easter (March 23) weekends.

5:00 Social (may be formal or informal, i.e. with or without an educational program).

Race Criteria: There must be at least 3 knots of wind, no precipitation at start of race, a temperature of at least 40 degrees F, and at least three boats competing in a particular race. The day's Race Chair will make the final determination to sail or not to sail with available data, either on shore or on the water.

It is acceptable for a RC, if agreeable, to administer races for at least three boats if the above criteria are not met but three skippers wish to race on a particular date. These races WILL NOT, however, be scored as part of the '07-08 series. And the RC is under no obligation whatsoever to administer the unofficial races if the official race criteria is not met.

Sign-up Sheet: a sign-up sheet may be posted at the CYC clubhouse until 1 p.m. Skippers with intent to sail should sign in by name with type of boat and sail #. Late skippers may register on the water with the Race Chair until the warning signal for a particular race. On days when wind/weather/precipitation are not critical factors, the RC may canvas the fleet on the yard and if there are at least three willing skippers/boats picking up the signup sheet is not necessary. If at least three boats plan to sail, the RC will proceed promptly out on the water and begin setting a course to insure a 1:30 start.

Course: The standard course shall be windward/leeward x 2. Skippers shall approach the committee boat before race commences to report “on the race course” and to learn the course that has been set. See CYC Yearbook for Low Water Government Marks locations and identification, i.e. "A," B," "C," etc.

Start/finish: The start/finish line should be between the race committee boat and an appropriate mark/government marker. Races should be started by a committee boat on the water.

Marks: Government channel markers may be used for marks. A government mark may be used for the starting/finishing pin as long as the course is set properly for the wind direction and the initial windward leg will be of the proper distance for a sound tactical leg. Round all marks to port unless stated otherwise by Race Chair.

Cox Light races will be started between the daymarker near Government Mark "A" and the RC boat and will be finished between the daymarker and mark "A." During the race all channel markers must be passed on their proper side.

Handicap: The handicap system is 2006 Portsmouth.

Scoring: The format will be Cox-Sprague. No throwouts -- all races will count in the final standings. The placing in a particular race will be recorded according to the designated "skipper" of the boat in that race. "Skipper" is defined below.

Each boat shall have one "skipper" for each race. Unless otherwise designated to the Race Chair (on the water or onshore), the skipper shall be the owner of the boat sailing on the boat in a particular race. The owner on the boat may designate another person on the boat as "skipper" for a particular race (even if the owner is sailing on the boat) with that person receiving credit for the boat's placing in that race. Thus, an individual boat may have multiple skippers during the series, and the series standings will reflect the success of individual skippers, not individual boats.

Safety: All participants shall come to the aid of any other participant who is in danger. If a barge enters the course it is each skippers' responsibility to avoid danger. If the race committee determines that a barge has affected the outcome of the race the race will be abandoned. All participants should monitor VHF channel 68 for safety instructions.

Prizes: Prizes will be determined by the fleet captain and will be given to the top five (5) eligible skippers based upon the overall standings at the conclusion of the series. Eligibility requirements are outlined in the Notice of Race. Awards to be presented at the 2008 annual CYC Racing Awards banquet.

Time Limits: Any skipper/boat not registering and starting properly within five (5) minutes after the starting signal will be scored DNS.

The first boat must reach the initial windward mark within 45 minutes after the start or the race will be abandoned.

Boats failing to finish a race within 30 minutes after the first boat sails and properly finishes the course will be scored TLE (Time Limit Expired). This changes rules 35 and A4. Boats scored as TLE will receive a placing one place worse than the last boat to properly finish. In order to be scored TLE a boat must be attempting to finish the race, i.e. proceeding with sails properly hoisted toward its next next proper mark on the course. Boats who started properly but have doused sails and/or are no longer attempting to complete the course will be scored DNF. The 30-minute signal to halt a race will be three audible horn blasts (the signal for abandonment) or three similar sounds.

Exception: Skippers on the course who estimate they will be unable to finish within 30 minutes of the first finisher may consider retiring to the starting area as quickly as feasible after the first boat has finished so a new race may be started. In this scenario, skippers who notify the Race Chair of their intention to retire will also be scored TLE.
