Dr. Mulkey is a Research Professor and Director of the Southeast Rehabilitation Continuing Education Program at the University of Tennessee. He earned the Ph.D. degree from Florida State University in 1980. In addition to managerial aspects of the Southeast RCEP, Dr. Mulkey is directly involved in planning, conducting, or assisting with the development and delivery of education, training, and development programs throughout the southeast. Dr. Mulkey is a Certified Rehabilitation Counselor (CRC) and has been with the Southeast RCEP since January 2, 1981. He served in various positions with the State Vocational Rehabilitation Program in Tennessee from 1966 through 1977.

Dr. Colvin has been with Southeast RCEP since its inception in 1974. His primary areas are: strategic marketing principles and their application to the state-federal vocational rehabilitation programs; job development and job placement practices (specific workshops addressed to all personnel levels in the organization); sales strategies applied to the job placement process; Americans with Disabilities Act issues; effective communication/consultation skills; customer service; and a host of "on demand" consultation with administrators and supervisors.
Craig has been in the field of Vocational Rehabilitation for more than 38 years. He has been a counselor, supervisor, and a state administrator of vocational rehabilitation/correctional programs in North Carolina. His continued involvement with local, state, regional, and national business and industries keeps him on the cutting edge of employment options available to people with disabilities.

Dr. Lee Ann R. Rawlins received her Ph.D from the University of Tennessee and has been with the Southeast RCEP since 2005 when she transferred from the Rehabilitation Counseling MS Degree Program. Dr. Rawlins has served as a State of Tennessee, Division of Rehabilitation Services Counselor with both a general and a blindness/low vision caseload. She also has professional experiences in the areas of adult mental health, family support, geriatrics, and disability. While a faculty member of the Rehabilitation Counseling Program she taught courses in the areas of orientation, disability management, caseload management, job placement and development. Her research interests include geriatrics, caregiving, disability, and rehabilitation. Dr. Rawlins is a Certified Rehabilitation Counselor (CRC) and a Certified Family Educator (CFLE).

Amy Skinner, Associate Professor of Rehabilitation Counseling, has been faculty at the University of Tennessee since January 2000 and served as coordinator of the Rehabilitation Counseling MS Degree Program for six years. In addition, Dr. Skinner serves as a part-time training coordinator for the Southeast RCEP. Dr. Skinner received both her PhD (1999) in Counselor Education and her MS (1994) in Rehabilitation Counseling from Mississippi State University. She earned a BA (1991) in psychology and public relations from the University of Alabama. She joined the faculty at the University of Tennessee in January 2000. She is a Certified Rehabilitation Counselor (CRC), a Licensed Professional Counselor - Mental Health Service Provider (LPC- State of Tennessee), and a National Certified Counselor (NCC).

Ms. Moore-Webb joined the UT-SRCEP on May 24, 1999. She is a 1999 graduate
of the University of Tennessee. Ms. Moore-Webb manages the service and fiscal
operations of the Southeast RCEP and works with the four Southeast RCEP trainers.
She also serves as Webmaster for the Southeast RCEP website.
