  • Knoxville/Oak Ridge Community Information Network
  • Grew from efforts by social service agencies to communicate
  • Developed with university resources and close cooperation with local ISPs
  • Free text-based Internet access; Web site hosting for non-profits
  • Nearly 1,000 Web sites; SIS has contributed 20-25%

A federally-funded demonstration project

  • $500K, Telecommunications and Information Infrastructure Assistance Program
  • Now the Technology Opportunities Program
  • For the homebound - disabled, ill, or caregivers
  • Provides computers, Internet access, assistive technologies
  • Provides mentor to help to learn


  • Laboratory at County Walk - 12 machines
  • Public access and training, targeted at seniors
  • Also for CHIPS mentors

4. Make assessments: implementation (Summer)

  • Interviews: the people tell their stories
  • Interviews: the staff tell their stories
  • The calendar of activities
  • Julia comments on problems here

5. Evaluate the data (Fall)

  • Answer the questions posed by the grantor
  • Address the goals set forth in the proposal
  • Provide a framework for replication
  • Develop recommendations for KORRNet itself
