Step 2 - Calculate percentage distribution of deaths by age.
Step 3 - Set radix of table at 100.
Step 4 - Calculate qx = dx / lx.
Step 5 - Calculate lx+n = lx -dx.
Step 6 L0 = .2 * l0 + .8* l 1-4
       L1-4 = .34* l0 + 1.184* l1-4 + 2.782* l5-9
       Lx = n/2 * (lx + lx+n)
Step 7 & 8 calculate Tx and ex as usual.
