Purpose: This action is directed to certain pesticide registrants,
states, certified applicators, and licensed pesticide dealers. This
Notice may also be of particular interest to persons in California,
Oregon and Washington who may wish to use a pesticide near salmon
supporting
waters. The Court has defined salmon supporting waters in its January
22, 2004 Order. This action may also be of particular interest to
distributors, retail sales businesses, and pesticide applicators in
California, Oregon and Washington and registrants of pesticides
containing the active ingredients subject to the Court's injunction.
Since other entities may also be interested, the Agency has not
attempted to describe all the specific entities that may be affected by
this action.

Purpose: EPA has received a pesticide petition (PP 2F6469) from Bayer
CropScience, proposing to amend a tolerance for residues of
Spirodiclofen; 3-(2,4-dichlorophenyl)-2-oxo-1-oxaspiro
[4,5]dec-3-en-4-yl ester 2,2-dimethyl-butanoic acid, in or on the raw
agricultural commodities citrus fruit group at 0.3 parts per million
(ppm), citrus pulp, dried, at 0.4 ppm, citrus oil at 20 ppm, pome fruit
group at 0.8 ppm, pome fruit pomace, wet, at 6.0 ppm, stone fruit group
at 1.0 ppm, tree nut group at 0.05 ppm, almond hulls at 20 ppm,
pistachios at 0.05 ppm,
grape at 2.0 ppm and grape, raisin at 4.0 ppm. Spirodiclofen,
3-(2,4-dichlorophenyl)-2-oxo-1-oxaspiro[4,5]dec-3-en-4-yl ester
2,2-dimethyl-
butanoic acid, and/or its enol metabolite, 3-(2,4-dichlorophenyl)-4-
hydroxy-1-oxaspiro [4,5]dec-3-en-2-one, in or on the raw agricultural
commodities cattle, fat, at 0.01 ppm and cattle, meat by-products, at
0.05 ppm. EPA has determined

Title: Issuance of an Experimental Use Permit

Purpose:EPA has issued an experimental use permit (EUP) to Great Lakes
Fishery Commission (GLFC), This EUP allows the use of 0.220 pounds of
the male sea lamprey sex pheromone 3-
ketopetromyzonol sulfate on 33 acres of river water to evaluate the
control of sea lamprey. The program is authorized only in the State of
Michigan. The EUP is effective from April 1, 2004 to October 31, 2004.

Title: Issuance of an Experimental Use Permit

Tolerance

Purpose: This regulation establishes a tolerance for residues of
aminoethoxyvinylglycine hydrochloride (aviglycine HCl) in or on apple,
pear and the stone fruits crop group 12, excepting cherries. Valent
BioSciences Corporation requested this tolerance.

Petition to Establish a Tolerance for a Certain Pesticide Chemical in or
on Food

Purpose: Cal Agri Products, LLC has filed a petition for the extension
of the existing exemption from the requirement of a tolerance for
residues in or on growing crops and raw agricultural commodities for
potassium dihydrogen phosphate (KDP), also known as monopotassium
phosphate, to include uses as an active ingredient for insect control.
KDP is a ubiquitous element in nature and is a common ingredient in
many consumer and industrial products used worldwide.

Title: Ethoxy Dodecyl Phenol; Notice of Filing a Pesticide Petition to
Establish a Tolerance for a Certain Pesticide Chemical in or on Food

Purpose: Cal Agri Products, LLC (CAP) has filed a petition for the
exemption from the requirement of tolerance for residues in growing
crops and raw agricultural foods for ethoxy dodecyl phenol (EDP), when
used as a pesticide active ingredient. EDP is a common component in
industrial and consumer products with considerable data demonstrating
its safety for use in and around foods (21 CFR 178.3400). EDP is also a
common inert ingredient in agricultural pesticides and has been
categorized by EPA as a List 4B inert ingredient, identifying it as a
compound of minimal toxicological concern.

Title: FIFRA Scientific Advisory Panel; Notice of Public Meeting

Purpose: There will be a 4-day meeting of the Federal Insecticide,
Fungicide, and Rodenticide Act Scientific Advisory Panel (FIFRA SAP) to
consider and review refined (Level II) terrestrial and aquatic models
for probabilistic ecological assessments of pesticides. The FIFRA SAP
will meet on March 30-31, 2004 to review Level II terrestrial models
and April 1-2, 2004 to review Level II aquatic models.
