The Evaluation and Assessment Ph.D. specialization is designed for students interested in pursuing careers as university evaluation faculty, evaluators of programs, projects, institutions and organizations; designers of personnel evaluation systems, and designers/teachers of sound practices in student classroom assessment. The program encompasses the evaluation and assessment requirements and needs within diverse educational settings across the P-16 continuum.
In the Evaluation and Assessment program, students engage in coursework covering three essential evaluation and assessment areas (program/project evaluation, student assessment, and personnel systems evaluation). Coursework is supplemented with hands-on evaluation experiences culminating in an internship that enables students to engage in real-world assessment and evaluation practices within an organizational setting of interest. Evaluation and Assessment program faculty are experiences evaluators who are currently active in program evaluations at the national, state, and local levels. Evaluationa nd Assessment faculty are involved with the Institute for Assessment and Evaluation, a self-sustaining, independent college unit associated with this academic program.
As part of the program of student, students complete a minimum of 82 semester hours of coursework in the following areas:
- Concentration Core (10 hours)
- Evaluation and Assessment Specialization (21 hours)
- Research (15 hours)
- Elective (6 hours)
- Cognate (6 hours)
- Dissertation (24 hours)

For admission into the program, submit your application materials to the Graduate School prior to the program deadline so it can be processed and forwarded to the Department by the deadline date. You will also need to apply for admission to the Evaluation and Assessment specialization program in the Department of Educational Psychology and Counseling. Information regarding admission requirements can be found on their website, http://web.utk.edu/~edpsych/admissions_US.html. The amount of time it takes a student to complete the program varies depending on his or her full-time/part-time status. A full-time student should plan on a minimum three years for coursework and dissertations.
