a) The University of Tennessee and all its several branches, and all colleges and universities of the state college and university system and technical institutes, are hereby authorized to issue diplomas, certificates of credit or grade reports only after the student involved has satisfied all debts or obligations owed to the university, college or technical institute or to any related institution of state government including, but not limited to, college or university bookstores, libraries, food service centers, dormitories, infirmaries or hospitals.
b) The foregoing limitation does not apply to debts or obligations evidenced by notes or other written contracts providing for future payment such as, but not limited to, loans authorized under federal or state education or student assistance acts. |
